Ms. Carter has over 15 years experience as a water resources engineer and habitat restoration specialist. Her technical expertise is project management, from the planning stages through survey, engineering design, permitting and environmental compliance, and construction management.  She began her career in the biological sciences and pursued graduate work in water resources engineering to create stream, wetland, and riparian habitats for the species that depend on them. Ms. Carter takes a watershed approach to improving aquatic habitat as well as water quality, from the headwaters to the floodplains and river systems. She moved to the Appalachian region 7 years ago, and she has fallen in love with the natural resources and unique biodiversity of the area. Her mission is to work with surrounding communities and the resourceful people that make them strong to conserve and protect their landscape.
